I've got a roughly 5 year old computer that has had heat issues for awhile. According to SpeedFan, core temps are regularly in the 60-70 range. The current heatsink on the CPU gets incredibly loud when under load (perhaps 40-45 decibel range?). Eventually I'm going to just need to build a new computer, after buying this one stock. In the short term I'd like to just replace the heatsink to hopefully improve cooling a bit while also reducing noise.

I've got a $25 Amazon gift card, and had been looking at this as an option:

It says it supports Intel socket 775 and partial support for Core 2 Quad, so I think it'd work. However, I'd really like to be able to reuse it again for my next build, and had been leaning towards a budget AMD build. The specs say there are universal sockets, but I don't know if that's what I'm seeing on this Amazon page.
As you can see in the pictures, I don't erally have easy access to the back of my motherboard, so I'm looking for just a simple install that will improve cooling while reducing noise, and hopefully be reusable for a potential new build in the next year or so.
I've swapped out things like hard drives, optical drives, PSUs, and RAM but this is my first time doing something in the CPU area, so I'd appreciate any thoughts or advice people might have to offer.
