ATI HD 5450 not running on dell optipex 755

I have dell optiplex 755 and attached a new ATI HD5450 at PCI express slot and installed drivers already windows 8
pc boots but monitor showing nothing not even bios loading..
PSU 280W

The problem has been solved by removing rams then clean it then again plug in
now its working, YEs I plugged in VGA card's output at D-sub

Dell Optiplex 755
Core2duo 2.33 Ghz
2GB ram
Windows 8

Hey plzzzz can you tell me that if the graphic card 5450 is playing good games or not.Is the graphic card worth to buy because i also have dell optiplex 755:
system requirements
3.00 ghz core 2 duo
2gb ram
