Need help huge fps drop

I upgraded my graphics card and im still having major fps drops and on some games i could play them better before i upgraded my graphics card, I need someone to help me figure out whats going on with my pc please. Im really struggling and have limited knowledge and funds, thanks.

Specs:
Processor AMD FX(tm)-4170 Quad-Core Processor

RAM 8.00 GB

Graphics AMD Radeon HD 7850

PSU Corsair CX 750


Edit: My brother has the same processor as me and he has a Gtx 660 ti and runs everything on Ultra and doesn't get bottlenecked im really confused.

If your cpu is giving you a bottleneck then you would have to upgrade your cpu and motherboard. So far with the specs u enlisted, those hardwares should be running good. If you do upgrade your cpu+mobo then ofcourse you would have to reinstall windows and give u a fresh start.

CPU is too slow to use a 7850 to its full potential.

you can either a) over clock that cpu or b) buy a new CPU

the company i got it from overclocked it already and im not sure i trust myself enough to fiddle with it.
