Newly built pc won't start the video card

Hello I just built my computer (first one) all the parts are brand new and came in the mail yesterday. After I put everything together and power it up the cpu and case fans start spinning and the leds light up but the video card won't work. The fan on the video card will spin up for a second everytime I press the power switch but ceases to spin after a rotation or two. I can't get any display whatsoever as the vga cable runs through the video card outlet to even operate the bios. I believe the video card is defective but I also think it might not be getting enough power or the motherboard isn't working properly.

The components are:
MSI 970A-G43 Motherboard
HIS Radeon HD 7850 2GB
Corsair Vengeance 8GB DDR3 (2x4)
Cooler Master 500w Bronze Certified

Any advice, questions, or input on solving this problem would be much appreciated, thanks for reading.

I don't personally trust Cooler Master's PSUs. They are good on some other parts, but not that much on PSUs. It might be your problem, as it only delivers 456W on the +12V rail... it should be enough for your GPU when it runs on idle though... so not really sure about this.

I did some research before buying the psu and 500w should be enough for the computer. Everything else seems to be getting power as it should and i have the power plugged up to the motherboard, supplemental cpu, and video properly. I don't get any beeps on startup either, I'm going to try some troubleshooting once i find out how to isolate the problem to whichever part. Thanks for replying Seladon
