I got my hands on a free 24" TV for free
http://www.insigniaproducts.com/products/sale/NS-24L240...

I am trying to use it as a second monitor so I plugged it in with an HDMI cable to my computer and turned off overscanning on the TV and set the resolution to 1080p through Windows 7, but It is not filling up the whole screen and its really annoying.
Does anybody have any idea whats wrong?

Have you tried the cards properties. I know when I first hooked my ati up to my 55" I had to go into the amd properties and play with the settings to get it to fill. I think it was the scaling setting.

I tried to go into AMD Vison ENGINE, but I could not find the scaling setting. Also I looked somewhere else and it said the resolution for a 24" display is somethingx1200 not 1920x1080, but in the specifications for the TV the resolution is 1080p and Windows 7 won't let me raise the resolution about 1080p for the TV.

if you open amd vision engine control center it would be under my flat panels tab then under properties you will see gpu scaling I got mine enabled as well as scale image to full panel size. then down a little you will see scaling options and there is a slider that you can adjust to fill the screen
