I've seen a number of responses on this question by others, but none address my problem:
I deleted the special My Pictures file and cannot figure out how to re-establish it. It happened long enough ago that I cannot undelete from recycle and I cannot restore to a previous edition. I can create a new folder that carries the title of "My Pictures" but without the special system functionality of the proper "My Pictures" file. Is there no way to create a new one other than the major task of adding a new user, moving all files over, deleting the old user, and reconfiguring?

open my computer and on the left you will see a folder labeled libraries click on that and you should see your special folders listen in the box on the right. right click and create a new library called pictures.
now go into mycomputer and create a folder called my pictures.
go back to libraries and click on the newly created pictures folder, select include folder and select the mypictures folder you created earlier.
is not perfect but it will do the job.

you will also want to right click on my pictures and open its properties, select customise and from the general drop down set it as a picture folder.

John - Yes, I use Windows 7 Ultimate. The SevenForums site is an example of one of several that do not apply. That solution is changing the location to which the My Windows folder points; it assumes you have one somewhere to re-point.

Then here's what I would do- create a regular new folder and call it "my pictures."

Right-click it, go to properties, go to the "Customize" tab, and then "Optimize" it for Pictures.

HEXit:

Yes, I can see the pictures by going through the Library, but this does not answer my request for how to re-create the special "My Pictures" folder. And yes I can create a shortcut to the location of my pictures. However, the latter doesn't show up in the User's tree like the others (My Documents, My Music, etc.) do. I want to know how to recreate that particular special folder.

Optimizing it makes it the default folder, I know, I did it myself, I created the Pictures folder on my 2TB HDD and deleted the main Pictures folder off of my main 120gb SSD, and Windows made it the default, and put it in the Library.

Yes, optimizing for pictures is the key. One further complication in my setup is that I have multiple users. So, it's setting up this new My Pictures in the my user section just under Libraries where users are listed, which is above where the Computer and its C: file exists with all of the actual directories and files. Thanks.
