Best possible Graphics card for $250ish

Well, I'd say you're in luck; Amazon is currently having a huge sale on computer parts.

Some 7950s are on sale.

Not a deal they are actually fairly normal prices. These are all cards that trade blows with a GTX 760 (retail price ~250). I don't know where they get the MSRP but none of these cards are a good value at more than their current prices. Add the fact that Amazon is charging tax and you can definitely do better.

Yeah, AMD just did some big price drops. Those cards were ~$300, now they're at ~$250 everywhere. Similar story with the 7970.

Well, now that you mention it, you're right; I didn't bother to look up normal MSRP prices. Earlier today actually I saw Amazon selling DDR2 RAM for $250, saying it was on sale from $1,300.

If you can cut down to 8GB of RAM, get the 7970. If you're strapped for cash, get the 7950.

The build in your original post currently (ends in 22et) looks good.

the link I posted clearly shows that the 7950 is not better than the 760. They are about equal, each slightly ahead depending on the games you play, but the 760 coming out ahead on more of the super higher-resolution tests. For the price, personally, I would go the the 760.

In the next step up the 7970 is not a bad card, but it already is above cards that max everything at my resolution (1080p). The 2nd point about free games is moot.. 3 'free' games are all from a list of mediocre titles. Again, it comes down to personal opinion, but I already have 100+ steam sale games that are much more interesting and perfectly cheap. Even the current humble bundle has a better selection (pay what you want) than the AMD coupons :p 

the only way to tell which is better (as non are particularly bad cards) is to look at what resolution you use and pick your handful of favorite games. No point on judging it on benchmarks of 'dirt 3' at a million FPS if you only play Battlefield & Civ 5 (games where the 760 pulls ahead)

as far as your build it looks fine. Can't really go that wrong with that card at the AR price.. except that the free games mostly still suck :p

I see it as showing them at about equal. Possibly a slight lead to the 7950, but it's unclear.

Pity Anand doesn't publish averages, and I can't be bothered working them out.
