AMD OverDrive question

I have a low-profile SAPPHIRE Radeon 4650 HD PRO in one of my rigs (old gaming pc). I went onto it today to do some browsing and I was messing around with the AMD Vision Control Center and seen some settings under the AMD OverDrive section. I had this card setup for gaming so the 720/520 speeds were for gaming BUT I never realized the slow clock speeds when not under high load.

How can I up the speeds when not under a high load so that they're at least like... 350/300? The card runs cool, even overclocked so heat is not an issue. I don't see any settings using this control center so I'm wondering if there is another program that's compatible with this card to have the settings a bit faster while not under high load?
 
Solution
Modern gpu are designed to throttle back when not under load. It saves energy, reduces heat and extends the life of the card. As soon as there is a demand the card ramps up to full power. You are never under powered during graphics use. There is no way to defeat this feature.
