says i am connected to internet - no internet access

hello, it shows i am connected to the internet but, on chrome internet explorer ect; it has no connection?
any advice?

some more info
i can ping google and i get 4/4
google chrome loads and says page not found
i have checked for the proxy server setting and it was unchecked

edit: also i read somewhere that if the ip starts with 192 its bad? i am confused by that because my ip starts with that

192.xx is totally ok, if you get the ip from your router. We need way more info about your setup. Wireless or wired? Provider and router model. Has it ever worked? And so on.

open start menu and type cmd

in cmd windows type " ipconfig /release " then hit enter then type " ipconfig /renew "

well it is on my brothers laptop it uses a wireless connection and has never had any problems. the router is a virgin media superhub. and i will try that mauler
