I've got 45.5 Gb of files to backup.
I have DL BD-RE discs with a max capacity of 47.7 and am using Cyberlink Power2Go burning software

However, when I select the files to copy in the burning software it says I have 48Gb

Why do the files take up more space on the blu-ray than they do on my HDD?

because in windows the files do now show the file system overhead, on the bluray or dvd the file system overhead is also shown when you burn a file.

the file system overhead on your hdd is shown by the hdd not being the max capacity of the HDD ie 1.5TB drive but only has 1.38TB of capacity since the unusable space is taken up by the file system.

try placing all the files into a zero compression zip and it should reduce the file system overhead.
