First HTPC Gaming Media Server build - Help Appreciated

Hello. I'm building a Gaming Media HTPC to play Civ 5 (or 6) and Heroes of M&M; not a lo of FPS though. I want it as quiet as possible. I've got some starting hardware: 1 Sapphire HD 7850 and 2 WD10EZEX Hard Drives. I'd appreciate any and all help. Thank you!

I've got $600 left; I've already bought the hardware I listed.

I don't need the TV tuner (at least I wasn't planning on it, I've got cable) (I guess I could be convinced)
I've Got Windows 7 as well; so I'd prefer to use that. I've got a 55" Samsung TV that I want to use it with at 1920x1048 (I think).
