All 64-bit Applications do not install on Windows 7 Nvidia(64-bit)

I am running windows 7 nvidia 2010(64-bit) (6.1, Build 7600). My pc is running an AMD Athlon II X3 440 Processor (3 CPUs) ,~3.0GHz, RAM:2048MB and Direct X11
All 64bit applications do not install. When installing applications, Window pops up saying: "Error opening file for writing" or "An error occured while trying to rename a file in the destination directory" the installation wizard then says "rolling back changes" and the application uninstalls.

The specifications of my Computer given in the scenario is derived from windows system properties. Therfore I am 100% sure my computer is running a 64-bit version of windows 7.
