I just tried a movie that is 4x3 and changed the option to 16x9 but in the preview window it shows as being letterboxed (black bar on the left and right) so evidently Windows DVD Maker won't convert 4x3 video into 16x9 video. You could try bringing the video into MPEG Streamclip (http://www.squared5.com/) and converting it to 16x9 before burning a DVD with Windows DVD Maker. MPEG Streamclip is a free program and will allow you to convert 4x3 video to 16x9 video. However, I can't attest to the quality. I played around with it and found it could be done but never converted the file.
