also use D3Doverider + manage 3D setting in NVIDIA Control Panel vsync and triple buffering for fix sluttering (then smooth gameplay), enabled FXAA

NOT the card, try any other game, no problem. It is FC-3 graphics coding & NVidia drivers.

Wow that is some big texture flickering.
In general alittle texture flickering isn't abnormal but that is quite a bit.

Yes. An artifact is pretty much anything that is rendered incorrectly.
The good news is an artifact isn't necessarily a hardware problem.

This is an example of an artifact caused by a game bug: http://img62.imageshack.us/img62/8198/6ki8.png

Its just FC-3, & you are not alone with graphics issues. I loved FC-3 and I would have the occasional crash but it was never unplayable. Try scaling (reduce) back some in game settings and you will find the stable setting for that game with your setup. There is no patch or hotfix that I know of & by then we will be complaining about FC-4.?

Does FC-3 have a draw distance control? If so, try adjusting it up or down
