Budget Build Help under $700

It would be much appreciated if anyone could give me a list of parts for a budget build of under $700. I live in the United States and want a PC that is capable of playing recent games, especially games like skyrim and BF3, preferrably on high settings and with a smooth playable FPS

  1. Do you have any spare components? Do you need a Operating System? Monitor? any peripherals?
  2. i have a monitor that can handle a wide range of resolutions, i want either windows 7 64 bit or windows 8 64 bit. i don't have any components on hand so i'll need the whole deal other than the monitor, keyboard, and mouse
  3. Are you going to SLI?
  4. if that would be more effective for the same price, but if it's gonna cost too much more then no
