This only seems to happen when I'm gaming, usually only intensive games like Crysis 2-3, Battlefield 3 is a massive culprit. But I would randomly have massive FPS drops and noticed during game play the wattage would drop really low on the CPU. The CPU VCORE would also lower from 1.296v to a flat 0.900v, I also noticed at the time my CPU would hit about 63c.
So naturally I gathered it was an overheating issue, but recently I purchased an Cooler Master 212 EVO which has brought the temperatures way down! But somehow this problem still persists even though its not as often as it was, it was every 10-15 minutes for about 10 seconds where as now its about every 40 to an hour. But during the entire time my CPU never goes above 46c on all cores and GPU never above 70c. So I'm pretty clueless as to what is causing it.
