Is it possible to create a backup of my PC to restore from after i re-install Windows 8?

So i want to upgrade my motherboard and cpu, but i recently found out that i will have to most likely re-install my OS because Windows will have a heart attack when it sees that there is a new Motherboard. Re-installing Windows 8 isnt a problem since i still have the disk. The problem is that i will lose all my programs, data, settings, etc etc. Ive asked every possible way to keep my data and programs, but people keep saying it just wont work. So now, ive thought that if i backup my PC to an external hard drive or to a cloud via a backup service, can i just "restore" from that backup after i re-install windows so that it will be the same as it was before i re-installed the OS? So would that idea work?

P.S. does Windows 8 or Microsoft in general offer a backup service like this?

If you know of any way that i can achieve my goal that i havent though of above or whatever, please let me know how. Thanks!

no, the restore is the entire OS as well. It would overwrite the new install.

I wouldn't worry too much about the OS, you might not have issues. I'd try it out and see how it does, it should at least boot fine so it if has problems you can still backup important data.
