DVD-R Not formatting correctly

When I try to format a 4.38GB DVD-R in Windows 7, it just hangs and then gives me the error, "Windows was unable to complete the format." It hasn't been written to ever and has no volumes. Help would be appreciated.

Also, when I try checking for errors in its properties, it says "The disk check cannot be performed because Windows cannot access the disc."

smells like incompatible dvd media use other brand and try again.

... you dont format a dvd-r, you just burn to it blank.

popatim is right, you can't format a DVD-R or DVD+R. You can only format DVD+RW or DVD-RW discs.
