Computer won't download ANYTHING.... just says cannot be downloaded

A few days ago my computer stopped downloading.... and all the solutions I have been given included downloading something which as I said is impossible... as my computer wont download

do you have another computer or a friend with a computer? you are going to have to get to the internet to fix this most likely but here are a few things to try. Open Internet explorer goto the gear hit internet options then advanced tab then at the bottum hit reset dont hit the personal settings box. Next option system restore. Start/programs/accessorys/systemtools/ click system restore and pick a date back before you had the problem. If none of that worked goto another computer and download malwarebytes and a program called combofix run these and come back here and tell us if things are any better.

There is a program called DAP (Download Accelerator Plus) that will allow you to download files until you have this problem resolved. ive had this happen to me twice on two different computers & am convinced it is from an infection being removed... best of luck

my guess is that you have download parameters deactivated this is usealy a setting ment to be configured by the user but some malware may affect that and cause you such problems. you can try
WMIC /OUTPUT:C:\ProcessList.txt PROCESS get Caption,Commandline,Processid
WMIC /OUTPUT:C:\ProcessList.txt path win32_process get Caption,Processid,Commandline
to view your parameters but i dont know much about that so i hope i helped
P.S. you can also back up and do a system resset
