CPU fan speed keep spiking while gaming after recent PSU blowout

Last week my PSU decided to shoot a fireball out of it (probably the transformer in it, idk what caused it though) and so I replaced it and then I replaced my GPU because I thought that might have caused it (went from a 570 to a 680) now when I play games (like payday 2, DmC Devil May Cry you know, not the most demanding games) my CPU fan starts speeding up, not like it would normaly like it gets loud, really loud, normal use it is around 1700~RPM but when i play a game it will spike up to 3000+ RPM and i know it isnt my GPU as with the case open and my ear in it, i am able to confirm it is the CPU fan (atleast i think it is the CPU fan, its got a big cone/muzzle thing on it that presses up into the opening on the side of the case) let alone using a fan monitor it even shows that my GPU fan isnt spiking

could i have plugged a cord in wrong? or did my fan fry as well? as this is a new problem right after the previous PSU decided to become a dragon
 
Solution
You upgraded your graphics card. In the process, you also eliminated one of the reasons the graphics card was holding the cpu back. If the cpu can now run freely the cpu cooler can spin up.
Is it possible that in the psu exchange process, the cpu cooler got unseated? Can you check the cpu temperatures?

right now im reading the temps with cpuid hwmonitor and for temps as of this second on my cores for min are in this order 44c 41c 41c 44c max 58c 55c 54c 56c and under where it says the motherboard or whatever (where it says voltages and then temperatures) 26c 86c 50c 26c for min and max 40c 104c 57c and 40c with the fan speed for the main one at 1369rpm min and max 2626rpm

the gpu's stats for tempetures are min 46c and max 81c for its fans it has 1500rpm min and 2340rpm max

The second core seems to be abnormally higher. at 104c, the cpu will run full out and probably need to downclock.
It is normal to have some variation, but not that much. I suspect that the power failure may have damaged your cpu too.
You might see if you can rma the cpu.

its been like that for years and thats at idle also, i think i need a different meter or something because the core temps are all normal values at idle
