If you do not want to upgrade your hardware at all then get a console. I don't like playing games on consoles so it's PC only for me.
Unlike consoles once a new console is released the hardware does not change until a new generation console is released. If you bought an Xbox 360 today, it still has basically the same internal hardware as an Xbox 360 that was bought back in 2008. On the other hand, in the PC industry every year new hardware is released. That means game developers keep pushing the performance envelope every year.
You will have no problems playing a PS4 or Xbox One game that is bought in 2019. Try playing a 2019 PC game on a PC that you will build this year...
