Computer acts as if it is overheating during heavy load when temperatures are totally fine.

My computer acts as if it is overheating during during heavy load. For example, while playing a semi stressful game the FPS will periodically drop down to 15-10 frames per second. The issue appeared after I made the switch to a different motherboard after my old one was fried.
I've tried reinstalling Windows and turning off AMD cool n' quiet, but to no avail.
Specs:
AMD FX-8150
Radeon 7850
Gigabyte 970A-D3
8 gigs of RAM
750 watt PSU

I've turned off Cool and Quiet, C1E, and Core6 State. I couldn't find the other options. All drivers are up to date. The board is rev. 3.0. It still hasn't fixed it, but it seems to have alleviated it a tiny bit.

I've done all that, and still nothing. I don't think it's my GPU, I think it's my CPU.

I don't have an extra CPU, but I have tested it with a different GPU, and the issue persists.

I can guarantee the CPU isn't overheating. I've got a contained liquid cooler, and I recently applied new thermal grease. How would I run memory in Single CHannel mode?
