Best Graphic Card option for i3 2100 3.1 ghz

Currently I have a GTS 250 512 mb, quite old I know.

My power supply is currently 700w I believe, I am not 100% on which exact number to look for on the power supply it's self, but I opened her up and saw various numbers relating to 700w, I'm assuming.

My question is what would work well with an i3 2100, my price range is 100-250 bucks, I'm not looking for top of the line, just a decent increase from a GTS 250

The 7850 wouldn't bottleneck with your processor as bad but you are losing a lot of performance. However the 7850 is much cheaper at $130 after rebate.

Is there a card I wouldn't bottle neck and still be an improvement over a GTS 250? I'm guessing not.
Also I plan on playing planetside 2 mainly.
