Upgrading my aging system.

Hello all,
I have had my current gaming system for about 2 years now (my first build ) and I feel it is time for an upgrade. I am currently running a Core I5 2300 on an Biostar TH67+ Mobo with along with an HD 5770. I have windows 7 home premium 32 bit with 4 GB of 1333 ram. I have seen my gaming performance slowly decrease over the years, and I think its time for an upgrade. What would be necessary to improve my overall performance? I would like an SSD boot drive, so would it be wise to do a fresh instal of windows (8.1?) 64 bit and add more ram as well? Can you kind folks recommend me some intelligent courses of action?
Games I play (or will be playing)
Metro series
ROME II Total War
Skyrim (heavily modded)
Chivalry Medieval Warfare
Witcher 3
Assorted FPS games

IMO windows 8 is terrible. My brother's laptop has windows 8 and it starts up fast, but that is the only benefit. The interface is clearly meant for touchscreen systems, so if you have just a regular monitor I would go for windows 7 home premium. Also upgrading to a Radeon HD 7850 will allow you to play current games smoothly on high settings. Also upgrading your ram to 8gb ddr3 should help too.

If I were to add more RAM, I would need to do a fresh install of windows 64 bit, correct?
