I just got the Seidon 120M and the fan is really loud, even when I lower the speed in the BIOS. Anyone have recommendations for some super quiet 120mm Fans?

Will it be strong enough to cool a radiator?

Yes, it will be strong enough to cool a radioator. That specific Noctua fan is designed specifically to be used with radiotors/heatsinks, hence the PWM Y-cable splitter, that is included with the fan.
