Is a 700 Watt PSU enough for 2xGTX 670s?

It's a CoolerMaster Silent Pro M 700W PSU.

Current System:

I7 2600k CPU @ Stock Speeds
16GB Corsair Vengeance 1600Mhz
1 X Blu Ray Drive
1 X DVD drive
1 X Kingston Hyper X ssd 120gb
1 X 1TB HDD.
4 Fans
1 X EVGA GTX 670 FTW 2GB (Looking to add another Gtx 670)

It depends on the make/model of the PSU. But personally, I wouldn't use less than a 750W good quality PSU for dual cards of that caliber.

GeForce GTX 670 - On your average system the card requires you to have a 500~550 Watt power supply unit.
GeForce GTX 670 2x SLI - On your average system the cards require you to have a 700 Watt power supply unit as minimum.
Yes it's enough although most cooler master psu are not very reliable lucky for you the silent pro series are reliable so no worries!

It will be able to run both 670's fine but it won't leave you with much room to overclock them.
