So for the past month probably, ive been having inconsistent sound. I ALWAYS have to mess with the mixer at the bottom right on the toolbar. For example I was just playing garrys mod and I had teamspeak on at the same time, but windows just kept automatically putting the teamspeak slider all the way down and literally like every 30 seconds I had to turn it back up. Another example, I had pandora radio running in firefox and I was playing counter strike. After EVERY round in counter strike windows put the pandora sound slider super low. Also, whenever I restart firefox or chrome if I go to watch a youtube video or something like that the flash slider is always set super low by default.

Skype will still be running in the background even if you haven't been using it, go into the system tray on the right hand side of the start bar, right click on the skype icon and tell it to exit. Or, to be sure, temporarily uninstall it.
Edit:"Do nothing" should work as well.
