First Time Build for Total War: Rome 2 and Arma 3

Hi, I am looking into building a gaming only PC to run Rome 2 at Ultra and do a good job with ARMA 3.

My budget is between $1200 and $1600.

I already have an Asus VG248 Monitor and will not be needing a keyboard or mouse.

Im not sure if overclocking will be necessary but I'm willing to do so if I need to.

What do you recommend?

How high would you recommend overclocking and wouldn't I need a liquid cooler to do so?

Will an SLI be overkill on a 1080p monitor or will it allow me to upgrade my resolution in the future?

On a single monitor, at 1080p, going with a SLI of GTX 770 is totally overkill, and I don't recommend it.

This CPU cooler is a crazily good one, actually it is the one that has the best cooling power among the air coolers. You can overclock with it without a problem. How much, though, I can't say, it really depends on your luck with the part that you bought, might be easy to overclock really high, or might be hard to get more than 500 MHz of overlock. You really need to try and see.
