Asrock Z87 Extreme4 won't boot

Hi,

Building a new system with config:
1) Core i5 4670K
2) ASRock Z87 Extreme4
3) GSKill Ripjaws X Series 8x2 - 16GB
4) Cooler Master T4
5) Corsair CX600 Bronze
6) motherboard speaker

Problem:
1) If I connect 24pin connector and 8pin CPU connecter system won't boot. None of the fans move. MOBO speaker does not beep.
2) If I connect just the 20pin and 8pin CPU connector, fans on PSU and CPU spins but nothing gets output to display. This works only with 1 Ram stick in first slot (closest to CPU). MOBO speaker does not beep

I have read the owner manual and followed accordingly. Followed tips mentioned here: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

I am not sure what is missing here.
Any help or advice is appreciated.

Update:
Tried bread-boarding, now I can get fans to spin (both PSU and CPU) with 24pin and 8pin connector on. Ram installed in Slot 1 and 3.
However can't get it to POST (even with only 1 Ram Stick installed in first slot).
Dr Debug (LED) does not show any error code or Speaker does not beep.
Have checked with various images posted in here: and I believe there are no bent pins on Motherboard.

Seems like it's a bad board. RMA newegg. :(

Thanks Werner123 for suggestion.
RMA'd MotherBoard to ASRock. Got replacement the next day (ASRock office is ~30 miles from my place so personally dropped and picked up MOBO) and the system is up and running fine.

Corsair 600CX PSU is working fine, disabled C6/7 processor state in BIOS as others suggested.
