Is my gpu voltage locked?

I just got my sapphire HD 7950 today and tried to overclock it. I tried unlocking voltage but the core voltage area on MSI afterburner is still greyed out...

I do not believe that model is voltage locked, here is a very long thread about overclocking and adjusting the voltage of that exact model: http://www.overclock.net/t/1365110/anyone-use-sapphire-model-100352-3l-radeon-7950/60

I managed to up the voltage to 1.2v and the core clocks to 1100 mhz and memory to 1400 mhz on sapphire trixx. At first my score was 1.7k in unigine valley average ~40 fps. After a few more tests the score dropped to 1.2k score with ~30 fps average. Am i doing something wrong....

Yes my fans are on automatic.
This is my score at 1150mhz core and 1404 mhz memory at 1.25v

And wait you don't have Trixx and MSI Afterburner do you? If so uninstall one of them as they could be conflicting with each other

My temps are around 65 celsius. I uninstalled MSI afterburner and im still getting same low score.

I have fixed the problem. I opened up my case and replugged all pcie power cables and turned off vsync. With stock clocks i get 1540 in unigine valley and at 1175/1600 i get 1.8k-1.9k. Thanks for the help!
