4x1, or (two) 2x1 kits... any difference?

Normally there should not be a problem, however, the 2x1 kit has been tested to work together. On the rare occasion people have issues with the "same" RAM, but purchased as different sets or parts. Ideally (though it might be impossible for DDR2), if you want (4) pieces of RAM then get a quad-channel kit.

The lowest voltage on DDR2 is 1.8v. If the mobo supports up to 2v, why does voltage matter?

Makes no difference to your motherboard or system.
My only minor concern (from experience) is that 4 sticks can be slightly less reliable than 2 sticks as there's more chance that one stick can fail.
For the sake of $2 I'd go for the 2x2Gb kit which has been tested to work together.
