I'm looking to connect my sim racing PC via power over ethernet. The wireless card I purchased has basically been a miserable failure and running a 50ft network cable from a hardwired source is not an ideal solution. Now I'm looking at a third alternative that was recommended to me power over ethernet. Can anyone recommend a good adapter that is cost effective? Amazon or Newegg are my preferred sources.

HomePlug is the name they give to standard these devices operate on. In theory you could run devices from different manufacture that support this standard...but if there are any issue both vendors will say its the other guys fault.

There are 2 of the plug units in the box one for each end. The vast majority come in pairs but you can buy individual ones because this technology actually lets you use more than just 2 devices and they can all talk to each other.
What you are looking for is not called power over ethernet this is a term used to represent providing power to devices like phones or AP over the ethernet cable.

What they are generally called is powerline network adapters. Pretty much most the major brands work about the same. You will find wide variations in the recommendations mostly because there are some houses this technology just does not work in. It is very dependent on how the wires run in the house. They in general work very well in most cases but be sure you can return them because some houses they do no work at all.

Be sure to buy both units at the same time from the same manufacture. They are "suppose" to be compatible between vendors but I have had strange issues even when using 2 different models from the same vendor.

Ignoring the price would this be the only piece of hardware I need to order?

http://www.amazon.com/Netgear-85Mbps-Powerline-Network-Adapter/dp/B001AZUTCS/ref=sr_1_3?ie=UTF8&qid=1377013046&sr=8-3&keywords=powerline+network+adapters

I'm a bit confused by the "Compatible with HomePlug 1.0 Powerline devices."

I'm assuming I need to plug something in to my gateway and then plug that in to the wall. I then have a receiving adapter near my PC that I plug into. I can't determine if both pieces of hardware come in that package or if that's just the receiving part.

grab a program called inssider and check what channels all the local wireless networks in your area are on and change your wireless channel to the least congested, it could just be that your wireless is getting interference from local networks.
