Toshiba Canvio 3.0 not working with desktop

I just purchased a 500GB Toshiba Canvio 3.0 to back up files from my desktop. I pulled it out of the box, plugged it in, and got no response (light on device did not turn on, drive does not show up in Explorer or Device Manager). As a test, I plugged it in to my laptop and the device is recognized promptly and runs fine.

Both computers a running Windows 7. I've tried different things trying to get it to run with the desktop with no luck, any suggestions?
