Huge Variance in Temperature....safe?

Hi, I have an fx-8350 CPU with an Asus Sabertooth R2 mobo. Using multiple software programs to measure CPU temps, I've noticed that my cpu core temps idle at around 23 degrees. But my total CPU temperature will be around 40 degrees. Under load {prime 95) core temps get to around 70 degrees. I am confused as to which temps I should be worrying about, and why there is a huge disparity between core temps being the lowest, than CPU temps(15-20 degrees difference). Should i be worried.....also....IM surprised my core temps even get up to 70 degrees on prime95 small fft test after around 15 minutes. This is all considering I installed a Thermaltake Bigwater 760 Pro liquid cooling system. Perhaps its not working correctly? I used the pea method to apply the thermal paste to the cpu than installed the water block tightly.....not sure if the LCS is defective or if these are temps i should be seeing....so technically im asking a few questions....are my temperatures ok? and should i worry about the huge disparity up to 20 degrees between core temps and CPU temp, and is my cooling system defective based on these temperatures alone?

70 degrees isn't a problem. your CPU and your GPU will always run a little hotter then the rest of the computer parts. its nothing to worry about, unless it gets 90+. if you are really worried you could always upgrade your fans, but it wouldn't really make that much of a difference.

I'm still confused as to why my core temps say 23 and the CPU itself is 40+....sounds unhealthy....and is it normal for 23 degrees idle and 70 degrees prime95 small fft load temperatures to be present with watercooling? Shouldnt the core temps be much lower than this with liquid cooling? If my pump wasn't working and no liquid was continuously flowing I would definately not be able to cool the cpu right? I have this paranoia that there is no water flow....i have clear tubing and it looked like it was flowing fine when it had air bubbles...now that the bubbles are gone I dont see waterflow but are you not supposed to?

oh, i didn't know you had watercooling. sorry, i overlooked that.
that is a little high for watercooling, but it still really isnt anything to worry about.
how long does it take generally to get to 70 degrees?

you won't see that water moving because it fills up the tubing, touch part of the tubing and see if it is coldish to the touch.

about 10 minutes to hit 70....so its 22 degrees idling and 70 after 10 minutes of small fft in prime....i took my case off and felt the two tubes....they are bboth vibrating slightly...like humming...one more so than the other....they don't feel that cold to be honest...I heard some stories about this thermaltake bigwater pro being unreliable...shoulda got the corsair.
