my problem is while playing FPS being 44~55 , when i am looking to shadow it's 44 , it's not comfortable :(

any advice please.
 
Nothing you can do about it, GTA4 is a very, very lazy console port, it simply won't use the CPU properly so framerate is always bad. You can alleviate this somewhat by reducing the draw distances to 40ish, doesn't have too much of an impact on visual quality, 75 is extremely high, rendering things far into the distance you probably wouldn't notice.

I'm assuming your saying your using Nvidia's feature: shadow play. Recording while gaming always lowers your FPS. You can try to overclock your card to get the FPS higher while your recording. Or you can buy a more powerful graphics card.

i just used "NVIDIA GeForce Experience" Program that Optimize the game for me , and that settings for the game , the program made it not me , and i will try to low the Draw distances to 40 and tell you the updates.



no bro , i mean when i am looking to place's shadow it get low.
