vga doesn't work

I have a MSI FM2-A55M-E33 FM2 motherboard that I bought 3 weeks ago... after finally assembling my pc and received windows 7... I found out neither my vga port... nor usb ports seem to be working at all.... I'm not sure why?

look for drivers for your motherboard.
and update the BIOS.

I forgot to mention that when I use my video card's vga.... it doesn't seem to show anything but the number 99 so I can't download anything.

does it have HDMI or any other video output?
if so, see if those work?

if not, try reinstalling windows.

now the thing is that I never installed windows the first place... and the hdmi doesn't work... Nothing shows at all.... not the bios, the windows installation screen... it's exactly nothing but the number 99 on the bottom right screen
