Which Graphics Card will be the best for my PC ?

Hello, So, I am an entry level gamer and want to install a video card in my PC. My uses based GPU are : Most probably low settings gaming. Sometime medium (might be), Gaming @ 800 by 600. Monitor Max Resolution : 1024 by 768.
Any future upgrade to monitor : NO.

So, Which graphics card will be best for me ?? I want to spend the least yet good money on the graphics card on my next PC build.
Any Help Please ???

No current PC specs. Just gonna build a new PC to defeat my friend's Core i7 $2000+ Macbook Pro.
My actual budget (I am Indian) is Rs.20,000. (Want to keep everything under this).
Here are the decided specs : AMD FX 8350 Eight Core Processor, 4GB DDR3 RAM (1333Mhz), ASRock N68-VGS3 FX Motherboard, 400Watt Corsair PSU, Graphics Card - (TBD)
So, What ??? Any advice please ?
EDIT : I already Have the PSU, Cabinet, Keyb, Rat, Screen, HDD, and DVD-Writer. :)

Games which I play : Only Railworks 4 Train Simulator is my most favorite game. Want smooth frame rates on low settings - Medium. May be in the future, I will upgrade the GPU.
All Other Games I play are just Flash or Online Games.
