Desktop too big for tv

I have an element 26" HDTV that has the capability of having 1080 but does not have 1:1 pixel mapping. It has done this before and I have fixed it but I don't remember how I did it. I have the Nvidia 660 and both the control panel and system resolution are set to 1920x1080 and have NEVER changed. I am becoming frustrated that this is happening more than it probably should be, in fact it probably shouldn't happen. All I need is a quick easy fix. It is cutting off my desktop at 720 http://gyazo.com/f01c3646e3a1bac96faa87e3dc437ad8 that is my tv specs straight from the manual. I use Win7 if that would make any difference. It is also at 1080P not 1080i, I checked to see if that could be the culprit... it is also connected via HDMI
 
Solution
No, it's just downscaling the 1080p signal. Just set the computer to 1366x768.

It's only a HD panel. There's no advantage to giving it 1080p, in fact it would probably look worse.

I have had it at 1920x1080 before and it looked good, it is just that whenever the graphics driver stops working for some unknown reason, it downscales; or when something auto updates the drivers because my computer wants to be an ass
