problem relating crashes after formatting windows...details

ok guys so i went away from home for like 10 days when i came back my pc was randomly turning on and off when i pushed the power button.dont know what the problem is.it happened to me before, it was the ram last time so i seated the ram and the problem was fixed.i had recently booted windows 7 from 8.now when i ran my pc it was lagging hard cpu usage went to 100 % just by opening a browser.in the process no program was using all of the % and then my pc crashes after running 5 minutes under normal load and 10 minutes idle.i dont know if its my cpu or ram or psu or the windows 7 but on windows 8 all was fine.when my pc crashes it starts turning on--1 sec gap--off and repeats the cycle till infinity. dont know what to do havent used pc for 15 days. :(

Sounds to be a heat issue, I'll suggest checking your heatsink has not come loose. Or it may be time for a thorough cleaning of the system.
That's where I would start personally

ok i am tarying that....but what could be the other possible causes of this issue of international issue

Could also be the PSU but I'd really focus on heat here

so the intel fan was not properly fitted but i cant seem to fit it right...3 pins go in but 1 pin still doesnt...i think its jammed :0
