Dota 2 (and others), low fps with a 670.

My in game setting:

All power saving features in the bios are turned off, no overclock due to motherboard being a flange.
Windows is in High Performance mode, all settings in Nvidia control panel are sorted out. GeForce Experience optimization reduces fps. The GPU usage in game is about 30-50% The temperature rarely dips above 45 degrees.

And I'm completely clueless. I should be getting 60 fps+ constantly but the minute a few in game abilities are used it drops to 40 and stays there.

I have no idea what to do. Please help me out :)

Stays at about 40% constantly, the first core has the highest usage the rest are bout equal at 35% or 40.

Kept benchmarking the fps was going down to 20 in moments of high intensity. This is ridiculous! :(

Alright I'll be patient, and no the first core isn't maxed out. It's at about half constantly.

Just tried tried 314.22 driver and it had zero difference. It might possibly be some BIOS settings but I'm not sure.
