all usb devices are not recognised

I've been asked to help with a computer problem.

the problem:

usb devices such as a simple mouse or a flash drive show in the device manager under usb controllers as unknown device
usb host controllers look fine

the history:

I've been told the two old hard drives on it were damaged were backed up and replaced by some technician.
He also added additional 2gb ram to the 2gb that was already on it.

When the technician returned the pc the client noticed the usb mouse isn't working.
The technician told me he replaced the motherboard and the problem stayed.

Then I started checking the pc. The motherboard was clearly faulty, working at 100% cpu usage for no reason.
I also saw the Power supply unit's fan has stopped working (which explained a lot).

I replaced the motherboard with a new intel DG41RQ, and the Power supply unit as well. the usb mouse still didn't work. I then quick formated and reinstalled the windows xp. that's when I noticed it's not just the mouse that isn't working it's all usb devices (I don't know if it was this way before the installations, but I believe it probably was).

Other things I tried:
I removed all pci cards and the display card.
I chkdsk-ed the hard drive.
I installed win 7.
In both windows installations I used the latest chipset drivers.
I spend long long hours on google looking for an answer.


I'm out of ideas, and I'm depressed.
Help me obi one kenobi, you're my only hope...

That was the first thing I did.
I installed all drivers, everything is up to date.
I even checked with slimdrivers to make sure I'm not missing anything


both. It doesn't matter which usb port i'm using, they all have the same problem.

It really looks like a missing driver problem except there is no missing driver...
