FPS locked at 60?

I recently built this build (minus the monitor, which broke) :

and after two weeks of trouble got it operational. I've been playing lots of games but on fraps it either displays 60 or 61 FPS or lower. I've tested Skyrim, Arma 2, Just Cause 2, and Fallout New Vegas, which all displayed 60 FPS. I read somewhere that the FPS is governed by the refresh rate ( 60 Hz on the LED TV I'm using). Is this true and is there anyway too unlock it from 60 FPS? Minecraft gets over 200 FPS and has hit over 300. If that's relevant. Any answers are appreciated!!! Thanks!

I imagine you have what is called vsync active. It keeps the FPS from going over 60 to prevent screen tear and other things.
You can turn it off in the nvidia control panel.

Definitely due to Vsync.

There is little benefit to go over 60fps if your monitor is 60hz however, and will most likely cause screen tearing as others have mentioned. You will need a 120hz or 144hz monitor to really see a difference.

Only turn vsync off if it is giving you input lag (causing your controls to have a delay, which is a huge disadvantage for games like FPSs).

At least for Skyrim and Fallout New Vegas the game itself is capped at 60fps even if you turn off vsync in the drivers. An .ini tweak is needed to remove the cap but it will most likely make the in-game physics a bit wonky since the game engine somehow ties them together in some weird way...

There is an extra benefit as well, say the gpu could pump out 100fps but is limited to 60 by vsync, so the gpu doesn't have to work as hard and is thus drawing less power, outputting less heat and making less noise.
