Try with an Ethernet cable and disable wireless. Try it for a few days and run some tests on speedtest.net

If you still have slow Internet at times, and you are sure your device(s) aren't heavily downloading anything, then you should contact your ISP. You may have an intermittent fault on your Internet circuit.

If you don't have issues, then it points towards your current wireless solution. I see your adapter is 2.4GHz only. I couldn't make out if the SURFboard supports 5GHz. If it does, you may want to try an adapter that supports 5 GHz and see how that goes. 5GHz is much less congested than 2.4GHz, and can deliver more throughput at close to mid-distance ranges between client and router.
