Newly built PC booted, then wouldn't turn on again

Last night, a friend and I built our first PC, him having a fair amount of computer knowledge, and me being a complete novice.

After installing all of the components, to our delight it powered up fine. We noticed the CPU was unusually hot, I think about 70%, at this point we realised the CPU fan wasn't plugged in.

So we turned everything off, plugged it in and attempted to reboot again, but this time nothing. The green light on the motherboard came on, as well as the green light on the GPU, but nothing; no fans turning, no beeps, nothing.

I presume the CPU is dead but there is no way to make sure as i don't have any other components i can test with. Can somebody please tell me if the CPU being that hot for that short amount of time is likely to fry it and that's what I need to replace, or if there is no way to tell whether it's the CPU or motherboard playing up and better to replace both parts.

(I should also note that I didn't smell anything after the CPU would have fried)

My specs are;
Intel Core i5-4670
ASUS GTX760
ASUS H87-PRO LGA
CORSAIR Vengeance 4GB x 2
SeaSonic G Series SSR-550RM 550W

I don't think it's a problem with PSU as lights on the motherboard and GPU come on. I have tried removing one stick of RAM/hdd/ssd and following various troubleshooting steps, but nothing.

Any help would be greatly, greatly appreciated.

Many thanks for reading, Jack.
