Help! Infinite power on and off cycle with gigabyte H77M-D3H mobo

Good morning,

I just bought a new mobo and CPU and installed it plugged everything and when I went to turn the computer on it 3 things would happen,

A)Black screen or nothing at all rather
B)Normal start up screen with the enter bios, boot cd, etc..
C)A blue screen with the top saying Gigabyte .... But the rest of screen dark blue no text or anything

No matter what the option it would soon follow a power down and then restart to process all over, it's infinitely turning on and off...

CPU is intel and the mobo is gigabyte H77M-D3H

I used pcpartpicker to ensure each and every part was compatible.

Now I'm just wondering what could have caused this? Is it faulty? Did I break something? Did I just not install something properly?

DRAM? It's DDR3 if that's what your asking, tried removing all and trying one at a time in different slots with no success.
Didnt understand how to reset CMOS it said put a screwdriver on both prongs, tried nothing... So I took the battery out for 5 mins, it said for one to reset... Nothing...
