Windows 7 reinstall problem. Help :(

My windows is messed up.
I was trying to reinstall with my cd and I keep getting error msgs saying I'm missing a file or what not. I used the same cd to install the first time and it worked . I was wondering if there is a way to restore everything to factory so I can start from the scratch.
I was thinking if its possible just to format my hdd and reinstall windows on that. Or is it impossible to format my hdd while my windows is installed on?

It's easy to re-initialize your HDD in WIndows 7 (of course all data will be lost). Boot from the install DVD (not just a restore CD, but a true install DVD), go into the command prompt window, and type the following commands:

diskpart
list disk
select disk <the disk you wish to clean>
clean
create partition primary

Now Windows will install to the drive from an installer disk.

is this a pre-built system like HP, Dell,...?
Is so you should have a recovery partition you can boot into during startup to reinstall back to the 'fresh out of the box' state.

if not, unplug all your usb devices. If your mouse and keybd are usb plug them into the topmost (tower) usb2 ports. Now try again. If you are installing 32 bit windows, make sure your ram is less than 4gb. I've seen this happen a few times.

When you mean command prompt. You mean windows key+ r , run cmd as administrator right?

Another idea I have is replacing my hdd for a new one since I still have time on my 30 return or exchange. After replacing, would I be able to fresh install windows like its been installed for the first time on my comp?

No, I mean boot from the install DVD and then run the command prompt from there.

If the drive is not totally messed up, doing a custom install and deleting all partitions and then installing to the remaining single unpartitioned space should work fine.
