Always make sure your pc requirements meet the game you are purchasing's minimum requirements.

As well as your videocard drivers are up to date.

If the above mentioned are not the cause, then the game might be faulty, you can see a game is usually faulty when it has problems with installing. (you said you can't play so I am guessing it is installed and you do not meet the minimum requirements) Try lowering the settings (if the game has such an option before launch.) Some games have a settings launcher where you can tweak settings before playing, I believe Skyrim is one of them.
