1 IP/Modem and multiple routers

I'm trying to set up internet in an apartment complex, there are 6 rooms in one section(one front door, shared living areas), with a single modem/IP address and the ability to hook up a router in each room. Each room has Ethernet which is ran to a central location with the modem.

So far I'm thinking, modem > Router w/ IP out of range of standard routers > 8 port switch. This will only work with one tenants router, so is there anyway I can set up the router directly off the modem to not let any other routers communicate just receive internet and not interfere with each other?

I work for the provider... therefore already talked to them.
Can I, say change the Subnet from the default to 192.168.1.1 to 192.168.3.1 for the router directly off the modem, then keep the routers at the usual 192.168.1.1? That way they connect directly to router under the 3.1xx and are separate from each other.
Basically I want the tenants to be able to hook up a router off the switch and it work like it was coming off the modem itself.

I figured it out, all I have to do is change the subnet of the router directly off the modem to one that your average router isn't going to use i.e. 192.168.3.1, then connect any router to that and keep the additional routers subnet at 192.168.1.1 and I can add as many routers that will fit in the subnet of the main router.
