Everything appears to be assembled correctly. Everything in the box has power and turns on, but we get no video on the monitor. We know that the monitor works.

Also, when first turned on, the fans start to run, then stops briefly, and then everything starts again and stays on.

Any Suggestions??

We tried those suggestions, no change. The monitor recognizes something is plugged in, but there is nothing coming out. The monitor works on the other computer though.
