Actually, your best performance for the price would likely be to get 2X Nvidia GEFORCE GTX 770's in SLI. Costs less than the GEFORCE GTX Titan but still outperforms it. It would slightly outperform the GTX 690 as well or at least be equal.

Wait shouldn't two 770 way outperform one 690 or am I not thinking right? And I rather get one 780 because two of anything will get hotter faster and I need to invest in air or liquid cooling first lol
Going for the sli would be cheaper, but if you can afford it go for the 780. I recommend sticking with single cards. There are many drawbacks of SLI:
-potential microstuttering
-not all games are optimised for it
-more power useage ( have to buy a new PSU as well)
-more heat and noise
-you won't get to take advangtage of new 7xx features (eg. extra VRAM)
-By the time you sell, the 680s will be near worthless, whereas the 780 will still be worth hundreds
One GTX 770 is slightly faster than one GTX 680 so, yes, a pair of GTX 770's should outperform the GTX 690 by a fair margin.
